This is Yukishiro Tomoe, later to become Himura Tomoe. She, more than anyone else, is the catalyst for both pain and healing in Kenshin's life in the Bakumatsu and beyond. This moment occurs at Kenshin and Tomoe's home in Otsu, as she is beginning to warm up to him. She is looking out at a lovely moonlit night, while arranging flowers.
